The Guild Bank - Withdraws and Deposits

There's a lot of different opinions on this. We have to remember that the guild bank is a place for mats and created goods to be kept together and distributed throughout the guild as a means of helping our progression.
We have two routes we can go with this:
Incentive based:
You submit X amount of item and receive Y amount of Loot Currency
Help based:
You submit X amount of item for the sole purpose of helping our progression.
If there is something that you feel should be added to this or you have an idea please comment.
Just a thought I had... How about if you donate to the guild bank... you get consumables for raids... and if you don't... you don't get stuff for raids!
That's an option. A few questions though. Who would monitor the donations and the rewards. Second, how much would be needed to donate in order to receive rewards? A scaled system maybe? If we make our guild bank full of cooked consumables, potions, flasks, etc. It would be an obvious choice to donate to the guild bank in order to receive those rewards. The guild needs to, as a whole, care enough about progression that raid after raid our bank is still full of consumables and gold for repairs. If both of these are there it will make us more sucessful and will eliminate QQ about repair bills and multiple attempts.
